So in order to get my Galaxy Watch 4 classic working do I have to reset it and install Wear OS instead of the Samsung app? I can't even get it to transfer a cache to my watch.

To use the Android communication from phone to watch requires Google's WearOS app installed. Samsung and Google haven't worked out all the issues with WearOS 3 yet. The Android software Geooh uses internally requires the WearOS app... there is nothing I can do to change that.
